Fax error codes are in the hundreds, so this probably is not a fax related error. Where is this error 19 reported?

Also, is "auto answer" on? If so, no need to press the Start Fax button. If not, you can also try press 123 on the phone when you hear a fax tone, and hang up when your fax machine picks up.
