Then it sounds like a different approach is necessary. Hopefully the scan.msi error and the network resources error message have gone away. Let me know if they pop-up or come back. Also, make note of any error messages you get from any of the following downloads.
First, this link is a download to enable third party scanning applications on your computer. This is just the basic driver and will not place any icons on your desktop either. Only run this if you are unable to scan using the Scanner and Camera Wizard and/or Paint (all links for 32-bit XP operating systems - US version).
--HP Scanjet Basic Feature Driver--
This link claims to provide alternative TWAIN software which is also what HP Solution Center uses. When this printer was made, HP Solution Center did not exist yet (at least on the market). Although, most Full Feature Software includes Solution Center now, the information on this page indicates it may possibly be in this download (does not specify which "alternative driver" it uses though).
--HP Scanjet 8200 Series Alternative TWAIN Drivers--
The firmware for this printer specifies it is for scanning in negative images and does not affect you so I will not be including it. If you had this printer for awhile, chances are your firmware is already up-to-date anyway.
If you are able to initiate the scanner (the scanner starts but freezes) but then you get a communication error or "Unexpected Internal Error," run this software patch. If the installation you did previously placed several instances of this software on your computer then this patch is for you. If the above does not apply to you, don't worry about running this patch (just yet).
--HP Image Zone/Photo and Imaging Unexpected Internal Error and Communications Failure Patch--
There is a patch for button failure on the scanner. Additionally, there is a long list of updates. I do not think you have any of these problems so I will not include those downloads but here is a link to the printer's support site.
Lastly, this diagnostic utility was released ten years ago. I do not have sufficient training on it but I know someone who might. I think this will be very helpful in obtaining more information but I am not certain. I will reach out to the developers or likewise to see if this is going to be of any use. I will report back to you with my findings on this utility shortly (seems promising).

Try the downloads in the order I have presented them. It may be that Solution Center was removed from the package discretely and you will not be able to get it back, so now my focus is to get you a working scanner with whatever means necessary. I will try to find out if it is in here or not by contacting the Enterprise Community myself.
