That's why I said, 1st - USE A USB CORD (& RE run printer setup). Try scanning or run P&S Dr.
Then try ethernet connection (re run printer setup).
You DID reboot (power off) all 3 pcs of equip??? Not ALWAYS needed, but best to reboot everything after making any connection / IP address / router changes.
Unplug printer, leave all off ~ 30 sec. Plug router / printer back in, then boot computer. Then try P&S Dr. in safe mode.
All this has been done at least 2 times except for the USB (explained in other post)
